No MULLETS!! I love curls on any kids head, male or female. I have also known a few little boys who were constantly assumed to be girls for all the curly locks, even when in overalls and work boots! I suggest finding a hair stylist that is good with curly hair (scope out curly headed adults in the store and when you see a well coifed one, ask who does their hair!) Bring him in and ask for a cut that will preserve the curls but still look more little boy than Nelly Olson. Keeping the back and sides short will stop the "what a cute girl" comments, but it can still be long enough on top, or in the front, to show some of the wonderful curls!
